A hallucinated citation in legal research is worse than no answer at all, because it is an answer a lawyer might rely on. So the whole system is built around a single non-negotiable constraint: every response resolves to a specific statute or decision, or it declines to answer.

That rule is easy to state and expensive to honour. It rules out the fluent, confident-sounding output people now expect from these tools, and it means the system says "I don't know" in situations where a less careful product would guess. For professional use that trade is the entire point.
